THE EFFORTS OF CLM-TOGO TO INCREASE DOMESTIC RESOURCES FOR THE FIGHT AGAINST HIV IN TOGO
In May 2021, the CUPIDON Network obtained funding from USAID to implement the Community Led Monitoring project on PEPFAR sites in Togo (CLM-TG). One of the specific objectives of this project is to “Strengthen Advocacy with the government to increase national resources allocated to the fight against HIV”.
Community Led Monitoring (CLM) is an innovative initiative aimed at Contributing to improving access to quality HIV services in PEPFAR sites in Togo.
We are aware that to have quality services, we need substantial financial resources. Unfortunately we noted that the national budget allocated to the purchase of ARVs and screening reagents and viral load is very low. It was 1.5 billion per year.
We therefore decided to work to increase the national contribution to the purchase of ARVs and viral load and screening reagents.
We therefore undertook a broad consultation of stakeholders. This consultation was coupled with a documentary review to collect relevant information and documents that allowed us to draft the advocacy document.
With the advocacy document in hand, we organized advocacy visits to several decision-makers. These included:
- From the Ministry in charge of health and public hygiene,
- from the Ministry of Economy and Finance,
- from the UNAIDS Office in Togo,
- of the Finance Commission of the National Assembly
- of the Permanent Secretariat of the National Council for the Fight against AIDS and
IST (SP/CNLS-IST).
These meetings with decision-makers were occasions during which we reminded them of their commitment to increasing domestic resources allocated to HIV in a context of scarcity of external resources.
In December 2022, as fruits have not yet lived up to the promise of flowers, we carried out an in-depth evaluation of the advocacy activities carried out. It was important for us during this evaluation to learn from the successes and challenges encountered, and to redirect actions towards SMART objectives to maximize impact.
Our concerted efforts with those of our partners ended up bearing fruit. The Togolese Government has announced a significant increase in national resources allocated to the fight against HIV for the years to come. This increase is reflected in the evolution of the envelopededicated to the purchase of ARVs and screening reagents and viral load, whichgoes from 1.5 billion FCFA to 2 Billions over the period from 2023 to 2027.
With this increase in funding, more people affected by HIV in Togo will benefit from improved access to prevention, treatment and support services, helping to reduce the burden of disease and improve the quality of care. life of communities.
This decision by the Togolese Government demonstrates the commitment of the political authority to the sustainability process as recommended by partners PEPFAR and UNAIDS. It also demonstrates the strength of community advocacy as well as its power to raise awareness and mobilize political decision-makers.
